I-280 FAQs

What is CEQA?

CEQA stands for the California Environmental Quality Act.

What is changing from the typical CEQA process?

For this project, the typical CEQA administrative process will be waived. This saves six (6) to nine (9) months in project planning time because certain tasks like initial field surveys, clearing house filings, and challenge periods will not be needed. The project will still conform with the Environmental Protection Plan.

Is there an updated I-280 project timeline?

The Secretarial Suspension granted under the Governor’s Emergency Proclamation has a mandatory start date of at least October 2026 and completion 2 years from the start date of the project.

The District is in the final design phases with the engineering consultant and would like to start earlier than October 2026. No definitive implementation timeline has been developed yet. It will be greatly impacted by securing permits and hiring a vegetation contractor. Both of these processes have many variables, like seasonal plant surveys, County procurement processes, and contractor demand and schedules.

What other state projects have been approved under the Governor’s Emergency Proclamation on March 1, 2025?
